I have used CBP for about 2 years and had no issues. I tried to open it and the checkbook icon bounces up and down, but the program never actually opens. If I attempt to load the executable that I downloaded when purchasing the program, it starts from scratch. Is it best to load the executable from scratch and attempt to restore the program?

Starting over with a fresh install of the application seems to have done the trick except that data was lost. Did you have a Backup file to restore with? If so, this can be done from the Advanced section of CheckBook Pro's Preferences using the Restore Accounts button.

Really, the register shouldn't show up blank unless the folder that holds your Accounts data file was removed from your computer since CheckBook Pro will always look to the same location for data—a location that's completely separate from the application itself. So, is it possible that your Accounts data file was scrapped at some point? The default location is Users/(your User-named Home folder)/Library/Application Support/Splasm Software, Inc./CheckBook 2, if that helps. You might even poke around in there to try and locate one of the automatic Backups created by the application. Those Backups will be in a folder called 'Backups' in the CheckBook 2 folder.
